Almost every failed retaining wall we are called to look at died the same way: water. Soil that cannot drain gets heavier and pushes harder, and a wall built without gravel backfill, drain pipe and weep holes is holding back a slow-motion flood. Our walls are built around the water plan — what gets behind the wall, where it goes, and how it leaves — because that plan is the difference between a wall that lasts decades and one that leans in five years.
This matters double in LA, where long dry months end in short violent rains. The hillside that was dust in October is saturated in February. A wall has to be built for the wet week, not the dry year.
Retaining walls are one of the most regulated things you can build in a backyard, and the rules are real. In the City of Los Angeles, a wall over 4 feet measured from the bottom of the footing — or any wall supporting extra weight from above, like a driveway, pool or slope — requires a permit and engineered plans, and designated hillside areas require permits for retaining walls at any height. Glendale, Burbank and Pasadena run their own versions of the same rules.
We flag the permit question on the first site visit, build to the engineered plan when one is required, and keep the inspections moving. If someone quotes you a tall hillside wall with no mention of permits or engineering, that is not a bargain — it is a wall you may be tearing down later. A leaning wall does not straighten itself. Once a retaining wall starts to move — a visible lean, a bulge in the middle, stair-step cracks, soil washing through — the pressure behind it has already won the first round, and every wet season widens the score. We assess what failed (almost always drainage, footing or reinforcement), then price the honest range: reinforce and refinish where the core is sound, rebuild from the footing where it is not.
Rebuilds are also a chance to upgrade the look. A cracked gray wall can come back as a stuccoed wall that matches the house, a stone-faced terrace, or a clean modern line with a planted top. Some of the before-and-afters in our work started exactly there — a wall in much need of help, reinforced and refinished until it read as new construction.
